Full Time: MENTAL HEALTH AND SUBSTANCE ABUSE COUNSELOR

Reports to: Behavioral Health Initiatives Coordinator

Summary:

Full-time (40 hours per week) the Mental Health Counselor will provides substance abuse and mental health assessment, short term (3-12 sessions) and some long  term (12+ sessions) substance abuse and mental health counseling services to young and older adults with mental health challenges.  This includes but is not limited to; assessment of needs and barriers to mental health services, case management, treatment planning, individual, group therapy, crisis management and referral to internal and external resources.  The mental health counselor will also provide psycho-education to the LGBTQ+ community in regards of access to mental health services.  All services will be provided following the Professional and Ethical guidelines of the American Counseling Association.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Develop and provide substance use and mental health individual and group therapy services. Target groups include gay, lesbian, bisexual, and transgender populations of varied ethnic backgrounds as well as HIV/AIDS impacted clients.
  • Conduct substance use screenings, make substance use referrals, complete substance use assessments, and provide substance use therapy.
  • Provide crisis assessment and intervention to behavioral health and primary care clients, and other individuals presenting in crisis.
  • Document patient contact/progress concisely in the electronic medical record in accordance with policies and procedures.
  • Meets weekly productivity standards including, but not limited to, number of encounters per week.
  • Ensure highest quality of care by collaborating with other disciplines (i.e., medical, case management, linkage to care) to improve client mental and physical health.
  • Participate in quality assurance activities including program evaluation, staff development, continuing education and outcome assessment.
  • Provide consultation to other staff, trainees and volunteers on substance use issues.
  • Attend and participate in all required meetings, including department and program meetings, agency committee meetings, agency all staff meetings, trainings and group consultation.
  • Maintain the highest level of patient confidentiality.
  • Provide timely feedback to case managers, linkage to care workers and other staff regarding client condition and possible barriers to care for shared clients.
  • Provide education related to mental health and substance abuse issues to the general public, staff and other professionals through public speaking engagements and workshops.
  • Other duties as assigned.

QUALIFICATIONS:

Required:

  • A Masterโ€™s degree in clinical mental health counseling/counseling psychology or social work in clinical track from an accredited college or university.
  • Currents Licensure as a LPC as stated by the Illinois Department of Financial & Professional Regulation.
  • Knowledge of 12 step recovery process and previous experience providing substance use services.
  • Demonstrated experience in crisis intervention, individual and group therapy.
  • Prior knowledge and experience with clients who are HIV+, diverse communities, particularly the LGBTQ+ community.
  • Excellent written and verbal communication skills.
  • Bilingual preferred: Spoken and written proficiency in both English and Spanish.
  • Work independently with strong sense of focus, task-oriented, non-judgemental, open personal qualities, and clear sense of boundaries.
  • Must be able to demonstrate strong communication, organization and written skills.
  • Must be able to work some evening and possibly Saturdays.

Preferred:

  • CADC (Certificate in Alcohol and Drug Counseling) certification preferrable.
  • Previous experience providing substance use care.
  • Experience working with diverse communities, especially those impacted by HIV/AIDS
  • Fluent in Spanish; ability to provide clinical services fluently in Spanish and in English.
  • Knowledge of health disparities, substance use and intimate partner violence issues within LGBTQ community.
  • Experience utilizing harm reduction and strength based approaches.

Experience:

  • Mental Health counseling: 1 year (Required)
  • Relevant: 2 years (Preferred)

Job Description: Outreach Vehicle Operator  

SUMMARY:

The Outreach Vehicle Operator is responsible for drive and provide oversight to the outreach vehicle of the Public Health Initiatives of The Puerto Rican Cultural Center.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Takes a key role in the implementation of the Public Health Initiatives Outreach Calendar. 
  • Supervises all PRCC medical van operation hours. 
  • Provide a daily report of the daily incidences in the outreach vehicle.  
  • Attends all Public Health Initiatives Integration Meetings.
  • Provides leadership for all safety measures inside the outreach vehicle. 
  • Ensures the proper use of the outreach vehicle by the staff and clients.
  • Attends the PRCC and program-specific and organizational activities and meetings, including but not limited to the monthly organization wide General Assembly.
  • Participates in organizational annual events including but not limited to the Puerto Rican Peopleโ€™s Parade, Fiesta Boricua, Three Kings Day, Haunted Paseo Boricua. 
  • Performs other functions assigned
  • Collaborates with other programs of the PRCC.
  • Other duties as required.

This position requires compliance with all of PRCCโ€™s written standards, including its Standards of Conduct, all policies and procedures and Regulatory Compliance requirements.  Compliance will be considered as part of the regular performance evaluation.

  • Supervise proper use of outreach vehicle by the staff.

WORKING CONDITIONS: OSHA Category 3 โ€“ Involves no regular exposure to blood, body fluids, or tissues, and tasks that involve exposure to blood, body fluids, or tissues are not a condition of employment.

QUALIFICATIONS:
