Honorio Torres is the Director of Business Initiatives Department at the Puerto Rican Cultural Center in Chicago, leading economic development strategies that strengthen entrepreneurs, small businesses, and neighborhood vitality across Puerto Rico Town / Barrio Borikén and beyond. He provides executive direction across a portfolio of City, State, and Federal initiatives, oversees multiple business offices and incubators, and builds cross-sector partnerships that align resources, investment, and implementation. His work also advances development projects for PRCC and business clients—supporting community-serving spaces, commercial growth, and long-term corridor impact.
Program Description
The Business Initiatives Department is PRCC’s economic development engine—operating a coordinated network of programs, offices, and incubators that help businesses launch, stabilize, and scale while strengthening neighborhood commercial ecosystems. Our portfolio includes BACP’s Chicago Business Center (CBC), Neighborhood Business Development Center (NBDC), and Small Business Storefront Activation Program; DPD’s Corridor Manager Program; DCEO’s Small Business Development Center (SBDC) and the State Designated Cultural District (SDCD); and SBA’s Women’s Business Center (WBC). We also lead WEPA Mercado Del Pueblo Business Incubators and several Foundational partneships, and provide development project support for PRCC initiatives and business clients—guiding buildouts, expansions, activations, and investment readiness through disciplined execution and strong partnerships.
